Unions And Provinces Ignored The Laws Made By Local Level

Aug 23, Kathmandu:  The local people's representatives have emphasized that the party structure should be in accordance with the federal government system to strengthen the federal government system.

They said this while speaking at the discussion program organized by the Parliamentary Special Committee on Federalism Implementation, Study and Monitoring in Province-1 on Tuesday. The local people's representatives have emphasized on the need for party coexistence in every party to strengthen the federal government system.

They have also complained that the laws made by the local level are ignored by the union and the state. They have complained that the local government is facing difficulties due to the federal intervention in staff adjustment.

Speaking at the event head of Suryodaya Municipality of Ilam Ran Bahadur Rai said that all rights should be given to the local level as per the Local Government Operation Act by repealing the Organization Registration (Act 1977AD). He complained that since the Malport  (Act 1977AD) has not been amended, he has not been able to reach the Malport office at the local level.

He said that if the local level is given the sole authority for the distribution of real estate rich parts, the people receiving services will get relief.He also alleged that the law made by the local level was discriminated by the union and the state.

He said that the law made by the union is like the above and the law made by the local government is like the below and it is necessary to study the law made by the local government. He said that even though the National Education Policy has been made regarding education up to the secondary level, there is a problem in working because the Union has not made an Act related to education.

He said that no authority has been given to the local government in the Forestry Regulations in 2022 AD that the union sends employees on a random basis without coordinating with the local government, and that there should be a special provision regarding the budget of the union to be given to the local level.

Similarly, Chairman of Udaipurgarhi Rural Municipality of UdaipurMan Bahadur Kechapki Magar complained that the problem is getting worse when the employees appointed by the federal government or the chief administrative officer are sent to the local level by the department and union. He said that problems were created when the union transferred employees within 3 months without informing the local level, and suggested that they should be kept for 2 years as per the Civil Service Act.

Likewise, Pramila Rai, Deputy Head of Shadanand Rural Municipality of Bhojpur, said that the federal government system should be decided on the basis of necessity and complexity. He said that in order to make the federal government system strong, there should be partisan coexistence in every party.

In the same program, Devendra Sharma, Ward President of Suryodaya Municipality Ward No. 9, said that it is difficult to work when the public procurement regulations are amended quickly. He said that it is difficult to work when the public procurement regulations are amended quickly.

In the same program, the head of District Coordination Committee Sankhuwasabha, Suman Shakya, said that Article 17 of the Constitution also includes the District Coordination Committee as the local level. But he said that it should be clear that only rural municipalities and municipalities are mentioned in it. He also complained that the district coordination committee did not have funds.

He also said that the amount of his rented halls goes to the federal fund and he is also having trouble paying electricity and water bills. He also demanded that the special grant programs from the federal and state governments should be carried out under the formula system.

He emphasized that there should be an arrangement for the internal audit of the expenditure or accounting system of government offices and local level within the district by the district coordination officer or the appointed accounting officer.
