Dec 9, Kathmandu: With the completion of the counting of votes for the House of Representatives and State Assembly elections held on November 20 by the Election Commission, the MPs to be elected through the proportional system in Province 1 have almost been decided.
Out of the 37 proportional MPs in the state, 31 will be women. In province 1, proportional candidates should be chosen for tribal tribes 46.79 percent, Khasarya 27.84 percent, Dalit 10.06 percent, Tharu 4.15 percent, Madhesi 7.57 percent, Muslim 3.59 percent. 17.53 percent of them should be minorities.
56 people have been directly elected while 37 people have come from proportional representation in the total number of the 93-member state assembly.
The parties have to send a decision on the name of the proportional side by Saturday.
Who left the UML?
In Province 1, UML won 25 seats directly and 15 seats proportionally. Not a single woman has been directly elected in Province 1. In that case, UML will have to send 13 women out of 15 seats proportionally.
Out of the 15 seats, 2 men and 13 women, 7 tribals and 4 Khasaryas will have to be sent from the UML proportionally. Similarly, there will be one representation each for Dalit, Madheshi, Tharu, and Muslims.
It is seen that Kishore Kumar Adhikari from Okhaldhunga, who is number one for Khasarya, and Mr. Prasad Zavegu from Panchthar, who is number one for tribal men, among the proportional list of UML, will become MPs. The 58-year-old Adhikari is a central member of the UML, while the 51-year-old Zawegu Ram Bahadur Thapa is a leader who left the Maoists and stayed in the UML along with Badal.
It seems that 6 women who are on the closed list of UML will get the opportunity to become members of the state assembly. Among them are 46-year-old Srijana Danuwar of Udaipur, 59-year-old Kamala Thapa Magar of Jhapa, 47-year-old Meena Shrestha of Sunsari, 38-year-old Srijana Rai of Bhojpur, 67-year-old Maltikumari Limbu of Morang and 46-year-old Mankumari Titung of Dhankuta. In the event that UML does not make Shri Prasad Zawegu an MP, Vandana Rai from Bhojpur will also get an opportunity.
If Kishore Kumar Adhikari is selected for Khasarya, 3 women will get an opportunity. Among them are 61-year-old Sheela Dixit Karki of Morang, 66-year-old Taradevi Dhakal of Jhapa, and 57-year-old Niradevi Khanal of Sunsari. Khanal is the wife of UML leader and former Chief Minister of Province 1 Bhim Prasad Acharya. On the male side, if the UML does not elect the Khasarya officer, Udaipur's Geeta Devi Regmi will get an opportunity.
Similarly, 49-year-old Kamaladevi Darnal of Tehrathum, 40-year-old Geetharani Mahato of Morang for Madhesi, 51-year-old Lalithakumari Chaudhary of Morang from Tharu and 38-year-old Noor Sadi Begum of Morang will be sent from the Dalit side.
UML must send 3 minority members to the mandatory state assembly from the closed list of proportional representation. In the closed list of UML, the names of Numbarlal Dhimal of Jhapa, Bidyanandasingh Rajvanshi, Srijana Danuwar of Udaipur, Yashoda Kayastha of Sunsari, Lahurumaya Jimmy of Sankhuwasabha and Arun Kumar Rathi of Morang are among the names in the closed list of UML. Among them, Danuwar, who is on the list, will become a member of the state assembly, while the remaining 2 members will be elected by the UML.
On the minority side, if UML selects Dhimal, Jawegu will be out, while if Kayastha is selected, Dhankuta's Mankumari Titung's name will be in crisis. Similarly, if Arun Kumar Rathi's name is selected, only one other man's name will be selected, and Geetharani Mahato will be eliminated.
What Are Possible Names of Congress?
Even from the Congress side, no woman has directly won the election. Therefore, out of the 12 proportional seats, 10 women will have to be sent to the state assembly.
Congress will have to send 6 tribals and 3 Khasaryas out of 12 male and 10 female seats proportionally. Similarly, Dalit, Madheshi, and Tharu will be represented by 1 person each.
Uddhav Thapa from Jhapa, who is number one in Khasarya among men in the proportional list of Congress, is sure to become a member of the state assembly. The 64-year-old is the Chairman of the Congress State Committee. There is a possibility of Jhapa's Mohan Maharjan in the next male quota that Congress will get.
If Maharjan is sent to the state assembly, Congress should send 5 more women to the state assembly for the tribals. 44-year-old Maiya Shrestha from Panchthar, 40-year-old Dolma Tamang from Solukhumbu, 62-year-old Lilakumari Rai from Udaipur, 42-year-old Mamta Magar Tamang from Sunsari and 47-year-old Shobha Chemjong Palungwa from Morang will become state assembly members. Anu Gurung of Sunsari will get an opportunity if Congress does not send the Maharjan for men to the state assembly.
After sending Uddhav Thapa as a male candidate for Khasarya, Congress will send only 2 more women to the state assembly from Khasarya. They are 54-year-old Indira Thapa of Dhankuta and 49-year-old Khageshwari Paudel of Ilam. If Congress does not send Uddhav Thapa to the state assembly, Dhankuta's Sumana Timsina will get a chance.
42-year-old Sunita Kumari Gurung of Sunsari in the Dalit quota, 42-year-old Sunita Gachchdar of Sunsari in the Tharu quota, and 48-year-old Lakhikumari Ganesh of Jhapa in the Madheshi quota will become state assembly members from Congress.
Who From The Maoist center?
CPN Maoist Center has not directly elected any woman out of 9 seats, so all women will be sent to 4 seats on the proportional side. According to the clusters determined by the Election Commission, if any party gets 4 proportional seats, it should represent 2 tribals, 1 Khasarya and 1 Dalit. There is also a provision that 1 person should be from a minority community.
