Jan 26, Kathmandu: The Ministry of Education, Science and Technology is going to bring the 'Foreign Study Acceptance Management Guide 2079'. The guidelines, which are in the final stage of approval, are to be brought to organize educational consultancy organizations and NOCs.

According to sources, the ministry is going to bring guidelines to regulate the activities of educational consulting organizations, make them responsible, and not cheat the revenue. Also, after the guidelines are issued and implemented, all the details of the educational consulting organizations will be kept in the foreign study permit branch.

In addition to keeping all details of which university or college, in which country, when, and how many students were sent by the educational consultancy organization, all details will be integrated online with the Immigration Department, Bank, Universities of Nepal, National Examination Board, etc. According to ministry sources, if the students are left behind after the details are kept, then the educational consultancy organization will be responsible.

According to the guidelines, it has been mentioned that if the academic program is selected and the application for NOC is filled by the educational consultancy organization, the entire responsibility of the student will be with the educational consultancy organization and it has to be filled.

In addition, it is stated in the guidelines that even if the student is left behind by the educational counseling organization, the educational counseling organization will be responsible, and based on that, the educational counseling organization will be investigated and punished.

An Investigation And Investigation Committee Will Be Formed

After the educational consultancy organizations collect money from the students by creating fake citizenship, fake ID, and fake NOC, the ministry is about to issue a directive to form a committee for investigation and investigation.

 If we look at the application submitted by the students to the Foreign Study Permit Branch, the educational consultancy organizations have submitted the application saying that it was arbitrary and a mistake.

According to the guidelines, the ministry will form a committee consisting of the branch chief coordinator to investigate and investigate the petitions that need to be investigated. When verifying the authenticity of the documents attached to the application, the committee can verify the facts with the relevant ambassador or diplomatic mission, or educational institution.

Letter of Acceptance Advisory Committee

The ministry is going to set up a consultation committee after fake contracts were made by educational consultancy organizations at various levels including NOC. A letter of approval consultation committee will be formed to facilitate, coordinate and review the work related to the letter of approval and present suggestions to the ministry.

The committee will decide not to issue NOC if a student is stranded due to an educational counseling organization or if there is a natural disaster such as a war in a foreign country, or if a college or university is inconvenienced to a student. The joint secretary of the higher education department will be the coordinator of the committee. The remaining seven members and one member will be the secretary.

The committee consists of the Executive Director of Tribhuvan University Curriculum Development Center, the Controller of Examinations of the National Examination Board (Class 12), the Deputy Secretary of the Ministry of Law and Judgment Implementation Branch, one person of Deputy Secretary level of Educational Technology and Electronic Governance Branch.

 One person of Deputy Secretary level of Ministry of Foreign Affairs, Deputy Secretary of Nepal Rastra Bank. It has been arranged that there will be one member at the level of the Immigration Department and one member at the level of the Deputy Secretary of the Immigration Department. Also, the Deputy Secretary of the Foreign Study Permit Branch will be the Member Secretary.
