25 Percent Of The Budget Was Spent In Karnali Province In Nine Months

Apr 20, Kathmandu- The Karnali government, which has been complaining repeatedly that the budget is less, has spent only 25 percent in the nine months of the current financial year. Five governments and four chief ministers have been formed in Karnali province in the seven years since the formation of the state structure. All four chief ministers have been saying that they have received less budget from the federal government, but the budget received has not been spent.

According to the statistics of the Financial Comptroller General Office, only 25.66 percent of the financial year has been spent with only three months remaining. Now almost 75 percent should be spent in three months. Moreover, the capital expenditure called the development budget has been only 19 percent.

Analysts say that the budget has not been implemented due to political instability. The newly appointed Chief Minister Kandel had said that the implementation of the budget was not satisfactory even during his first speech in the Provincial Assembly. He said that it has been pointed out that the members of the provincial assembly should agree to allocate the budget apart from the implementable and piecemeal plans to increase the budget expenditure.

Chief Minister Kandel stressed that the employees under the government should also show caution in the implementation of the budget. Even before he became the Chief Minister, he had been taking a stand in the state assembly to stop the piecemeal schemes brought by the government. After Kandel himself headed the government, the stakeholders are expecting to have control over the distribution-oriented plan. Although the works for the preparation of the new budget have started, most of the works have been stopped due to the Chief Minister's inability to expand the cabinet.
