However, the majority of the members of the Commission had made the report informally public in Mangsir 2077. Before releasing the report, Minister Shrestha discussed with the members of the commission in the ministry. Former education minister Girirajmani Pokharel, Gangalal Tuladhar and most of the members of the commission, who participated in the discussion, suggested making the report public.

The KP Sharma Oli-led government formed a 24-member commission on 32 Asadha 2075 under the chairmanship of the then Education Minister Pokharel. The Commission had formed various thematic committees and studied. The report submitted by the Commission to Prime Minister Oli on Magh 1, 2075 was kept confidential without being made public. In the report, suggestions have been made to the government for school, technical and higher education reform.

It is recommended in the report to make private schools non-profit within 10 years. Dissatisfied with the recommendation, private schools have been pressing not to publish the report. In the bill pending in the parliament, there is also a proposal to convert private schools into non-profit organizations.

On the initiative of Education Minister Shrestha, the Ministry of Education received a report from the Office of the Prime Minister and Council of Ministers on the 2nd of last year. Minister Shrestha has promised to implement the report with contemporary amendments.
