Zelensky said this in his daily address in the name of his countrymen. He also said that due to the control of his army, the number of Russian troops is trapped and Russia's ability to attack Ukraine is limited.
The American non-profit organization Institute for the Study of War said that there were 11,000 Russian troops in the Kursk region when Ukraine began its incursion in early August. However, the New York Times published a news story that Russia has made a military presence in Kasark without recalling the troops deployed in Ukraine. It was said in the news that the North Korean army was also deployed in that area.
