Aug 19, Kathmandu - The report on the School Education Bill, 2080, proposes special provisions targeting relief teacher quotas, special education and technical stream teachers, instructor grant quotas, and teachers working under teaching-learning grants.
According to the report, age limits will not apply to teachers participating in the first-ever examination conducted by the teacher service after the commencement of this act.
There is a provision that 60 percent of the total vacancies, including the approved vacancies for grades 11 and 12, will be filled through limited competition for teachers working under the relief, special education, technical stream teachers and trainers grant quota, teaching and learning grant quota, and temporary teachers. The remaining 40 percent of the seats will be filled through open competition.
Provision has been made to fill the posts that could not be filled through open and limited competition at the primary level by maintaining the posts without increasing the cost and converting them to the basic level subject-wise or secondary level.
Similarly, if the 60 percent seats allocated for the relief and special education technical stream teachers and trainers grant quota cannot be filled through limited competition through the advertisement of the same year, the remaining posts will be filled through open advertisement.
In addition, the report also mentions a provision for teachers who fail in the limited competition to receive financial benefits as prescribed by the Government of Nepal based on their service period.
The report was handed over to the committee chairman Ammar Bahadur Thapa by committee secretary Dasharath Dhamala at the meeting of the Education, Health and Information Technology Committee of the House of Representatives held at Singha Durbar on Monday.
