Nepal Government Moves to Enfranchise Overseas Citizens and Reform Electoral Laws

Dec 22, Kathmandu - The government has stated that it is in the process of amending four existing acts to provide voting rights to Nepali citizens living abroad and to provide for inter-district voting.

This was informed by Ananda Kafle, Joint Secretary at the Ministry of Home Affairs, during an all-party discussion held at the Ministry of Home Affairs on Monday regarding the upcoming House of Representatives elections. He informed that the election-related laws are being amended based on the demands received from various parties, including the Supreme Court verdict.

Kafle said that necessary amendments have been made to the Election Act, 2073 BS and the Voters' List Act to enable citizens living abroad to participate in voting. He informed that the amendment proposal also includes the option of 'not supporting anyone' on the ballot paper.

He also informed that arrangements will be made to vote proportionally, directly or both from inter-district. He also informed that a security plan for the upcoming House of Representatives elections is being formulated and is in the implementation phase.
