Dec 30, Kathmandu - Minister for Energy, Water Resources and Irrigation, Physical Infrastructure and Transport and Urban Development Kulman Ghising has said that problems are arising in road maintenance due to budget shortage and lack of coordination between the federal, provincial and local levels.
Addressing the 23rd anniversary celebration of Road Board Nepal on Tuesday, he said that many roads have not been repaired as the Road Board has not been able to use all the money collected as revenue by the government for regular programs.
According to him, although the maintenance of main highways and subsidiary roads is the responsibility of the government, the expected work has not been done everywhere due to resource limitations.
Minister Ghising said that there is confusion among the people due to the lack of a clear division of powers due to the federal structure.
“Demands from small culverts to roads to be done by the local level have been coming to the federal government,” he said. “It seems that the scope of work between the federal, provincial and local levels is still not clearly understood.”
He clarified that it is the government’s obligation to terminate the contracts of construction contractors who do not work for a long time, and said that not all contractors should be blamed.
