The Cuban military and police officers were on a mission at the request of the Venezuelan government, according to a government statement. It was not clear what their duties were.

Cuba is a close ally of Venezuela. Cuba has provided military and police support to Venezuela for years. The Cuban government has declared two days of national mourning after the killing of its citizens.
