May 24, Kathmandu - The Nepali Congress's Central Policy, Research, and Training Institute successfully wrapped up a two-day regional and local level consultation workshop in Laukahi, Sunsari, issuing a 28-point Koshi Declaration aimed at strengthening regional identity and governance.
Under the theme “A New Campaign of Energy and Confidence,” the workshop held on Jestha 8 and 9 was attended by top party leadership, representatives from Koshi Province, and officials at various levels of the party.
Party Chair Gagan Kumar Thapa, Vice President and Chief Bishwaprakash Sharma, General Secretary Gururaj Ghimire, Deputy General Secretary Dr. Dila Sangroula, and Province Chair Uddhav Thapa, among others, provided directives focused on organizational strengthening and citizen-centric governance.
Participants were divided into six thematic groups based on Koshi Province’s unique cultural and regional identity, engaging in in-depth discussions on policy and practical issues. Topics included internal management of the provincial government, good governance, budgeting, economic development, social progress, infrastructure, and coordination between the party and local governments.
The workshop was attended by provincial ministers, members of the provincial assembly, elected district coordination chiefs and deputies, municipal mayors and deputy mayors, as well as village council chairpersons and vice-chairpersons. Additionally, all central members of the party, district presidents, regional leaders, and local chapter heads participated actively.
Facilitators for the event included Madhu Acharya, Deputy Chief of the Institute; Bhim Dungana, National President of the Municipal Association; Lakshmi Devi Pandey, Chairwoman of the Village Federation; and human rights leader Mohna Ansari, who provided expert guidance throughout the sessions.
The workshop marks a significant step towards organizational consolidation and enhanced local governance in Koshi Province, reflecting the party’s commitment to regional identity and development.
