Gagan Thapa's report: No protection for the corrupt, Prime Minister's term limited to two terms

Oct 04, Kathmandu - Nepali Congress Chairman Gagan Thapa has proposed limiting prime ministers to two terms, as part of a political report prepared for the party’s 15th general convention.

The report says the Congress should push for a constitutional provision barring anyone from serving as prime minister for more than two terms. It argues that repeatedly forming governments under the same leader has contributed to political instability and public dissatisfaction.

Thapa’s proposal also pledges that the party will not shield its own leaders or members accused of corruption or misconduct. It calls for a clear suspension process for those facing corruption allegations and the creation of an independent internal ombudsman to investigate such cases.

Other proposals include setting high ethical standards for party officials and elected representatives, and requiring financial transparency and public audits.

Overall, the report outlines reforms to strengthen internal discipline and position the Congress as a party committed to good governance and accountability.
